As far as number of chains, I think if you can figure out the repeating pattern, then just chain as many as you need to get the right (for example, if the scallop is in multiples of 6 stitches, then chain as close to 40cm as you can and end up with a multiple of 6).

Hmm, the trick will be keeping the scales flat and not pushing upwards on the curve of the shoulder (otherwise it'll look like a pinecone).
Perhaps optimizing/decreasing your hook size so that you have more smaller scales rather than fewer larger scales will help it lie flat.

It's a little shorter than the Urban Outfitters one, but it might suit your purposes

If you don't mind acrylic (it's basically all I knit and crochet with), Bernat Super Value has about a hundred different colors. It's a nice quality acrylic that works up nicely and is soft.

Magic ring completely stumped me for a long time. Here's the guide that finally helped me "get" it:

Honestly, I think most of the instructions for magic ring get way too complicated in their description of how you hold everything. What you basically just need to do is create a loop of yarn that you first pull one stitch through, and then just create however many single crochets you need. Then just pull it tight.
