What materials should I use to make a tiny holes for these bears from the buttom to top to make them earrings. Oh by the way the texture of the bear inside is plastic.

Looks like a job for the Dremmel drill! I don't have one, but I bet it would do the trick!

If the bear is hollow plastic a bead reamer or thick sewing needle might do the trick. You could poke a hole in the top and bottom and feed the head pin through.

If it is solid I agree with the dremmel!

Maybe heat up the needle so it goes in easier? It all depends on what's inside.
