so i tried printing on both sides and it was the same, they were both watery.
so, i'm assuming my inkjet printer is the problem.
but if i don't touch it, it doesn't smear at all and technically i could still use it for silkscreening...but thats kinda lame.
so, i think in the future i'll get a different type of printer...or maybe multi-purpose transparencies as empress_deva mentioned.
