okay here we go:

1.take the shirt,stretch the neckline to fit around your waist,marke desired lenght.
2.cut at lenght marked 
3.cut throught the sleeves and down the arm pit and down the sides (DO NOT CUT SLEEVES OFF!)
4.put it on and voila , a no sew skirt from a t shirt
