I need to find a sub... but in reading about the yarn I'm not sure how to go about finding one.  It says that Rowan Calmer " This yarn has a tension similar to DK but because of the elasticity in it, is knitted on bigger needles" soooo I am guessing that a DK weight won't do??? Or will it? I are confused.

It's cotton, and cotton stretches. Go to knitpicks and see if they have a 100% cotton yarn in a similar gauge!

I think I read somewhere once that TLC Cotton Plus can be an inexpensive sub. for Rowan Calmer. I've never used either though.  Undecided

This may be too late for what you're working on, but I would be wary of using 100% cotton as a Calmer sub.  Cotton really isn't all that stretchy, especially compared to Calmer.  Calmer is particularly springy, maybe not quite so much as sock yarn (I'm blanking on the cotton-based sock yarn that I've used most recently), but it's closer to that in concept.
