thanks everyone!  i used a New Look pattern, #6462-view B.  There is rick-rack at the hem, as per the instructions in the pattern. The pattern was very easy to follow, but i did have help just to make sure that it would turn out correctly.

I love it.  Thank you for posting the pattern.  I have some fabric I want to make into a skirt but the pattern I bought has pleats and I'm just not ready for those quite yet. Considering the only thing I have sewn in three years was a tote bag for a swap last week! This skirt is exactly what I am looking for. Simple and elegant!
