I'm going to see how it turns out with every 4th rows for all, then if doesn'tcome out well, I'll do a bigger search.

Okay, this is how I read it... alt rows should mean every other row.  But I'm not positive that means you should decrease every other row 4 times (4 alternate rows) or 2 times (4 rows)...  I think it means the former.  That is really frustrating!

So i'm guessing:
Row 1-7: Dec 1 st at each side
Row 8: no decrease
Row 9: Dec 1 st at each side
Row10: no decrease
Row11: Dec 1 st at each side
Row12: no decrease
Row13: Dec 1 st at each side
Row14: no decrease
Row15: Dec 1 st at each side
*Row16: no decrease
Row17: no decrease
Row18: no decrease
Row19:Dec 1 st at each side*
repeat from * to * until you have 83 stitches remaining

does that make more sense as you're looking at the knitting?
