In the stitch pattern, you are supposed to dec 1 st every other stitch (if I am reading this right) on rows 11 and 21. When do you add them back in? Maybe I am missing something...

Help appreciated!

no, i think you decrease 1 stitch, knit to the end of the row, and decrease one more stitch.
else you will never get into that sweater Smiley

I agree, you only decrease at each end of those rows. Looking at the diagram, they're there for shaping. Or you could skip the decreases and make the sides straight.
