If you wanted to try fixing that shirt without making a new one, if you have a little room at all and could just wrap it tighter I would gather by either sewing a little piece of elastic under each breast or by using the baste stitch method and just gather it up a little.

For the elastic you just cut a piece maybe a couple of inches and place it under the breast and then stretch it out to make the amount of gather you want and sew.  For sitching just baste along a line and then about  1/4 in away baste again then pull the bobbin threads in opposite directions to gather then somehow sew the gathers in place.  Sorry I am not good at instruction writing.

i've been working for this shirt off and on for quite a while, and here it is now..

still not happy with it. #1 because the sleeves part...they look odd...#2 because when i wear it one side slides to the armpit (the left side) does that make sense? ill wear it with a tank underneath so the low neck doesnt matter. also the points on the bottom...do they look odd there?
