I envision a board with subsections for stuff for sale, stuff for trade, and stuff wanted. (Stuff meaning both crafts and supplies.)

It would be FOC only and, of course, moderated to prevent junk and spam. I would definitely send in my FOC cash to have access to a board like this.

The trade bit could also include personal swap proposals (i.e., I will knit for a bound journal).

Why not just have an ISO/IHA board - where each person can post their list of what they are in search of, and what they have - then if anyone is interested in trading, they can send that person a personal message, to work out a fair exchange from there. 

There are ISO boards on a lot of other websites (diaperswappers is the main one I use), it works out really well, and I've made a lot of great trades there.   Its not very complicated to organize! 

I'd be happy to help with hosting or whatever.

What sort of system is in place to prevent/track "flakers" (people who don't fulfill their end of the trade) on diaperswappers?

I know this is so old, but a great idea. Good thought process here. On another board that I belong to, there is a comment that mods are not responsible for  transactions and there is a feedback system on the board. I also like the three strikes and you are out idea.
