Water based oils are usually available at the chain stores like AC Moore and Michaels too.  You'll find them near the oils.  Keep an eye out for the water based oil medium too.  If you cut them with too much water they act like acrylics, so if you want the buttery quality you'll need it.

Nope, not the same Julie Kramer.  Oddly, we have the same first and last names our mothers even have the same maiden names!  I used to call Boston Clubs when I was younger and just put myself on the guestlist for shows with her/my name.  Since she's on the radio most people didn't know what she looked like and they couldn't argue my ID.  I saw David Bowie at the Avalon that way!  I never told her that.  Maybe I should come clean.
