It is a shawl that Jessica Simpson wears, but it's not the flower pattern it's more of a triangle pattern.

Looks to me like its just a variation of a net pattern. You could knit or crochet one like it using any basic pattern for netting and a really big hook. with really small gauge yarn. I think...oh, what the hell do I know?
