I'm not very good at any type of oragami, but I think, if you were to cut an oval out of paper that was quite a bit linger than it was wide, you should fold it in half hot-dog style, but don't crease it.  After you do that, fold it in half hamburger style.
It might work... Hmm...
I hope you can figure it out.

i would say,
cut out a perfect circle on a sheet of paper,
lay your fortune down in the middleish of the circle
fold it over almost in half, with the fun side facing out, but do not crease the side.
(optional) glue down that outside edge.
fold the two sides in towards each other, while carefully folding up that outside edge.
voila!  you should have a fortune cookie!
