I had the same problem with it being too small and I figured out it was because I had it upside down. I had the top and the bottom switched and so picked up wrong number of stitches for the edges.

I have been a lurker here forever, but had to respond to this post.  I made this shrug also.  The pattern is way off.  It totally pisses me off.  My free patterns on my website are written better.  I think it's really cute, but it took me three tries to get it right.  First I tried a bigger hook, not big enough, then added two rows at the beginning.  What a pain.  Plus I think the shaping for the stitches that end up as the seam in the back was really weird.  I love the end result, but what a pain.
