Long long long time lurker but first time poster. I saw the idea for this here a long time ago that said to cut out the bottom half of a T-Shirt and use it for the waistband and then I figured out a perfect and precise way to do the pleating on my own becaue I'd do it wrong if I followed a tutorial. My first attempt came out really bad [I'll post that if you want] but my second on I absolutely adore. Here you go!

I could post a tutorial for my pleating method but I'm sure its nothing new and you old pros know just how anyway. This was my second sewing project ever, by the way.

Alright, I got a couple of requests for instructions so hopefully they are clear. I didn't take any pictures while I was making the skirt but I'll do some illustrations to explain. If it's confusing just ask me to explain and I will.
