Thanks everyone! Grin
Wow, I have not clue ow to do a tutorial, but I'm give it a shot.
it's basically roughly based on Simplicity New Look 6388, D

Two pieces in the basic skirt shape, then two out of t-shirt fabric for the waist part,

Sew to 2 bottom skirt parts together at each side, then sew the t-shirt fabric (or whatever you are using for the stripe) to the top, creates like a wasteband, but don't sew one side closed..

then this is where it gets a bit complicated...heh

I cut out a really long piece, longer than the waist measurment, and sewed in in a long tube insideout, then flipped it right side out, then sewed the bottom to the top of the tshirt part. This will give you a tie, but i decided i didn't like it so i've since cut it off and added a zipper (which goes it the part that you left unsewed in the tshirt fabric waistband...i hope this is making some sense...Huh

I'm not suggesting
I'm any better than I was before
but getting there is half the fun
and I am halfway there
I'm betting
that even though I've got a good headstart
I'd rather be a bitch than be an ordinary broken heart
