I agree with what others have said - the fact that the detail is sharper in the eye & hand adds to the impact, makes the eye the focal point of the pic.

that eye is.. amazing! im always struck when ppeople draw eyes, as for me its the hardest part, and extremely difficult to look real and expressionate! (is expressionate a word?)

That's amazing! I think it's cool how there's less detail in the jaw (even though I wouldn't have noticed by myself) because it draws attention to the eye and hand.
