Hi! I'm organizing my first swap, and I'm super excited.  I was checking up on people's eligability, and one of the craftsters that signed up had "In Progress" for thier first swap still, but it seemed that the dates were already far passed.  I checked the actial thread of the swap, and it seems as though she sent and her partner received, and the organizer has just not posted the feedback yet.  Can I sign her up for my swap?  I would hate to exclude someone just because of the organizer is slacking....

personally i would contact the organiser but I have never organised before so thats just my opinion lol

I would tell the swapper to ask their organizer to give them feedback first. If the organizer doesn't (for some reason), you can send them a PM and ask to make sure this person can continue.
When you say the dates are far past, do you mean like a month or a week? Some organizer wait until the swap is completely done to update everybody's feedback at once. If it's been dead and buried for a while, though, someone needs to get after them to finish up.
