Skirt is a simple tube skirt made of blue velvet.  Fins are gathered organza.  Top is spangly stretch fabric closed in the back with velcro and gathered with a bit of the skirt material.  Total cost was less than $10.

Your mermaid looks so much better than the ones they sell in stores and it cost so much less too!  I really like your choice of velvet it's not something you see very often for mermaids but it really adds a nice texture.
