We are a little stuck with air though.  We are going to blow her hair back as if it was windy, and she is going to wear whites, silvers, and light blues, but other than that we are stuck.  I told her she should have a kite flying out of her hair, but she wasn't thrilled with the idea!

I'm not sure, but these are my ideas...
For wind, wear a light blue dress, then get some cheap blue and white netting and wrap it around, so that the leftovers are on your back, then they can blow with the real wind.
I like the astroturf idea for earth. Wear a little vest and pants. Or, they could go camoflauge.
For fire, get some non-perminant red hair dye and then spike it up. Then get a red cape with a high collar and wear that.
For water I have no ideas, except, you could be dark blue and have some seaweed?

you could buy one of those cheap mini fans and she could carry that around.
also, the bubbles is a good idea for water

For air I would use that irridescent white organza or sparkly tulle, something sheer definitely. maybe add wings but try to avoid the angel look which could be hard. Maybe sheer wings instead of feathered wings. Earth should really play with textures like brown wide-wale corduroy and maybe some coppery or bronzy metallics. Metals are of the earth too and so is stone, earth doesn't have to be just dirt. Fire and water would be the most fun I think, for water you could use some irridescent or metallic paillettes, they are like large sequins about the size of a nickel. Just sew them on randomly here and there and you can put some in your hair too. Clear crystal teardrop beads would look like water droplets.
