A cool thing to do on the cheap would be to have a cool, romantic and flowy all-white room. Most cheap furniture like dressers and stuff from Target/Walmart/IKEA come in a white finish, so its easy to match and coordinate. Then go to Marshall's or some other discount place and get some lace- or eyelet-edged white sheets. You could probably get some pretty curtains there too- I got curtains for my first apartment at Marshall's for $10 and they were all lacy and feminine and pretty. You could make or buy some pretty white or pastel throw pillows and make a great fake fur throw blanket or rug. And of course you can't forget candles! You can get great deals on them at Goodwill, Savers, or Salvation Army (along with assorted candle holders- maybe get 10 candle holders or so that are all silver, or all gold and put them on your dresser or end table). Another idea which I think makes a feminine room truly romantic is a makeshift vanity. All you have to do is mount a mirror above your dresser and cover the top of the dresser with a mirrored plate and candles, and maybe your jewelry box. You can do your makeup in front of it every day, and show off your pretty perfume bottles, or little angel figurines, or whatever you wanted to include on it. You can get bed shrouds pretty cheap too, and if you can't find one you can always make one out of netting and a ceiling hook (just tie a loop at the top of the netting and stick it on the hook).

Well you can get tulle from the fabric store for way cheap, I know I got some for a project I am doing for like 79 cents a yard and that gets a really girly romantic feel, I would say, if you don't have a ceiling fan, drape it like a canapy and let it hang down the walls in some romantic colors
