Add an elastic band around the top edge. If you have coloured elastic then just sew it around the top egde. If it's just regular elastic then make a casing and thread the elastic through the channel with a safety pin.
Or
 If you don't want elastic then make several small darts at equal spacing all around the top.

Or if you have a hem at the top, which I assume you do, you could do something like a drawstring but with coordinating ribbon.

funny you mention that coz it originally had a ruffle bit at the bottom but i removed it coz i sewed it on wonkily then couldnt be bothered to put it back on properly,,

if it were me and i wanted to make the top part smaller while still keeping room for boobs i'd sew several tiny pin-tucks like three inches long or so right in the middle of the front.
also, that shirt is PERFECT for your project! I love this!

it's a tunic!  i believe that's the intended vocabulary, and it's a very nice one at that.  i think adding ruffles would look great and make it dress-like, but it's cool as-is.
