so my dad works at this computer company and their size small sweatshirts are ... well, huge. hahah. and yeah. they always give out free stuff (probably leftovers, coz no one wanted to buy them) so my dad gave me one and i managed to make this from it::

infamous mirror shot.. im wearing it with jeans coz its too short to be a dress.. even though that's what it's supposed to be. so i'll just wear it as a top i guess...

it might not be too short for a dress if you put footless tights underneath and some ballet style pumps? just an idea, x

Add an elastic band around the top edge. If you have coloured elastic then just sew it around the top egde. If it's just regular elastic then make a casing and thread the elastic through the channel with a safety pin.
Or
If you don't want elastic then make several small darts at equal spacing all around the top.

Or if you have a hem at the top, which I assume you do, you could do something like a drawstring but with coordinating ribbon.

thats cool i think if i were adding anything else on it, it would be the gathered ruffle type thing that would look cool. just my opinion.

funny you mention that coz it originally had a ruffle bit at the bottom but i removed it coz i sewed it on wonkily then couldnt be bothered to put it back on properly,,

if it were me and i wanted to make the top part smaller while still keeping room for boobs i'd sew several tiny pin-tucks like three inches long or so right in the middle of the front.
also, that shirt is PERFECT for your project! I love this!

it's a tunic!  i believe that's the intended vocabulary, and it's a very nice one at that.  i think adding ruffles would look great and make it dress-like, but it's cool as-is.

Try adding some stitching bolts starting from (excuse my lewdity) your nipple going gown to the bottom of your ribs to take in the girth in the breast area. Or perhaps you could do something more simple like a drawstring along the top so you would be able to tie it tight enough but comfortably. (maybe use a stretchy ribbon or string for the drawstring so it wouldn't be so binding)
