I love that the 2 Teva Durham patterns I like have been published in IK. Your Ballet pullover looks fabulous! I keep thinking of making one, but I only wish that the neckline wasn't so wide - it seems to be the case with many sweater patterns these days.

to answer your questions, "quick" meant, I'd say, it took me, i don't know, like less than 10 hours to knit?  I'm really not sure, but it is definitely quick and would be even quicker if you used the yarn called for in the pattern (which is somewhat bulkier).

as for the magazine, interweave's funny, because often yarn shops stock back issues.  you might find it at your LYS, but a google search will point you in the right direction (e.g., the knitting garden has it for sale here:
http://www.theknittinggarden.com/interweave-summer04.htm).
