I'm making a sweater and I am at the neck and shoulder shaping..  the directions read:

"Right side:  *BO 8 sts, work 28 sts, turn.  Pleace rem stst on a holder.  Dec 1 st from the neck edge every row 4 times; at the same time, BO 8 sts from shoulder edge 3 times.  break off yarn.

Left side:  With WS facing, join yarn to shoulder edge.  Work as for left side from *-23 stst rem on holder for back neck."

I understand up to the point where it says "at the same time..." on the right side directions.

any help would be appreciated!

It means that after you place the other stitches on a holder, you're going to knit four rows. On the first, second, and third rows, you'll decrease by 1 stitch on the neck side of the piece, and bind off 8 stitches on the other side of the piece. On the fourth row, you'll decrease by 1 stitch and then break off the yarn.

So, i'll bind of 8 stitches on each of the four rows?  or 8 stitches among the four rows?

Actually you'll bind off 8 stitches only on 3 rows (not on the fourth row).

After placing stitches on holder....
Row 1: Dec 1 from neck edge, and BO 8 from shoulder edge
Row 2: Dec 1 from neck edge, and BO 8 from shoulder edge
Row 3: Dec 1 from neck edge, and BO 8 from shoulder edge
Row 4: Dec 1 from neck edge

It frequently helps to write it out row by row like this. Hope this makes more sense to you!

Oh, and breaking off the yarn... do I leave those stitches on the needle or put them on a holder as well?

i'm hoping it becomes clearer to me as i get along with it...

Yes, shallow steps. I think if you are starting with 28 stitches...by the time you break off yarn you won't have any stitches left. Of course now I'm confused that the last row has you decreasing but not binding off (maybe it would make more sense if I saw the whole pattern).
