yes they would! I made mine in full size cupcake liners, but mini ones would be adorable, and you could obviously leave the candle out. And I used real sprinkles, but little shavings of colored soap would probably look just as good and be 100% soaptastic.

I bought a huge block of white melt-and-pour soap, yellow coloring, and oil to scent it. Then I melted some soap, added the color and scent, and poured it into a cupcake liner to the top (that was the easy part).

Then I melted more white soap and, working SUPER fast, transfered it to a pastry bag, let it solidify just enough, and piped it out onto the top just like frosting through a star tip. It took a few practice tries to get it right, and it was a huge pain in the ass to do.

Then I shoved a candle in and added some real sprinkles to decorate!

I've tried this to make "meringue", but if you pipe it, it should work too:
Let your stuff cool until there is a kind of thick layer on the top, then use a regular hand mixer with the beater attachments and beat it until it is foamy. It cools the soap/wax off and also makes it kind of pliable. When I made the "meringue" it was easy to work with and stayed pliable for about 2 minutes.
It has worked on candles and on soap for me.  Cheesy

Since soap and wax are so similiar, a lot of the "melt and pour" techniques transfer well back and forth.  Grin
