There is no minimum or limit (I've only participated in one other swap, and the organizer didn't specify either).

What are you asking people to make for this swap?

One big item, 2 big 2 small, etc...

I think the unspoken "rule" for unspecified swap numbers is to make 1 big item (e.g. bag, clothing...) or several medium items (e.g. jewelry set, wallet or pouch along with some trinkets...) or a bunch of smaller things (e.g. keychains, pins, buttons...).  The first thing is to keep in mind the time and effort it takes to craft...for example, beading or knitting may yeild small objects but take a while to make, while a plain drawstring skirt--while "bigger"--can be whipped up in half an hour.  The second thing is the cost factor.  If the crafter uses expensive brocade or semi-precious stones, that should be taken into considering his/her level of dedication to the swap. 

Whew!  Sorry for the longwinded answer, but I wanted to put my thoughts out there.  I'm also really curious to see what others think.
