My little sister wants me to make her one for halloween. This will be my first sewing project, but it doesn't look to hard.

I want the skirt to be puffy underneath. How would I do that? Should I make an elastic wasteband or a zipper on the side?

Someone please help me Huh

To make it puffy underneath make a petticoat to go along with it.

Here's some ideas/tutorials:

Poodle skirts are really easy. My mom would use felt so she wouldn't have to hem it. Then you do the basic circle skirt thing. You probably have to know your cirle formulas. http://gothfashion.info/circlepixie.html has a good tut for a circle skirt. Then you just add the little poodle and a leash.

there are some patterns out there as well. butterick 4114 has the crinoline pattern and the skirt and some appliques and mccall's 8899 has skirt and jacket and appliques. i usually use bias binding on the bottom of my full skitrs 'cuz i hate heming full skirts and i can't find felt that's not crafting felt.so i use whatever i fabric i want.
hope this helps
