I'm looking for a sailor type neck and a pleated skirt... similar to the japanese school uniforms.... as seen in animes... or below.

i was looking for that type of thing too, and awhile a go there was a post by dirt_made_my_lunch. she used a pattern for the front and made a pattern for the back (of the shirt). it looks really good too. i'll try and find the post, and hope it works!

also for a pleated skirt pattern try simplicity 9806. it's a cheeleader costume but looks school girl!
one year my friend and i were sailor scouts from sailor moon, and we used a kids pattern and just altered it so it would fit us kinda like this mcalls 3759

For the top the only thing I can think of is (i've looked) is making a v-neck t-shirt and then making your own sailor collar, and you can get pleated skirt patterns in adult sizes too.
