As per www.expressfashion.com and www.forever21.com... this would be considered a shrug:

Forever 21 shrugs

From googling.. seems that a bolero may be more like a jacket, while a shrug is a little on the lighter side.  You might wear a Bolero on the colder days and a shrug when it's warmer.

Here are some definitions: 

Bolero
short small jacket with rounded front corners.

Shrug
A woman's small, waist-length or shorter jacket.

here's my attempt! This is never the kind of thing I would wear before, but my brother literally just donated this shirt to me for sewing so I had to try.... and I love it!  I cut the cuff off and kept it as a... braclet?  Also wearing a scarf I made from this tute!
