Came across this tutorial and it was exactly what I needed.  I am a total beginner at sewing, and even I can do this.  I am basing 3 of the 5 dresses I need off this post Smiley  Thank you!!!!

HI,

I'm trying to make this for my daughter's halloween costume.  I've had no problem with the top, we even re-patterned it to be more of a tank top.  However, the waist of the skirt is confusing me.

Daughter's hip measurement is 31", the pattern says that the circumference of the waist is 1/3 of that, so 10 inches.

A circle with a 10 inch circumference only has a 3 inch diameter, so basically this is a very very small circle.  It just doesn't seam right. 

If anyone who has made this dress or understands this, can you please help me?
