I love clearance sales and tend to buy every pair of pants that fits right.  Anyway, each spring comes and I want to wear capris and out comes the scissors & my collection of pants.  Here is an example of what I do:

These three pants are the same cut in the same slightly stretchy fabric (from Lerner New York and Co.) except the colors are different. Anyway, the pants get cut off at the bottom to get the right capri length.  If I hem then they will flare alittle at the bottom like the pink ones in the photo.  For ones like the black pair, I run a line of stitching up the inside of the legs and then I hem.  I've done this about 5 times with 4 different styles of pants and they have always come out great.  I've used stretching jeans (that wore out at the edge) and it worked but the heavy jeans may not work right.

I do that too, except I'm to lazy to hem them up...and most capri pants I get are still too long...I like the way they frey just a little bit...I think I'm gonna hem up some this summer for a different Wink look!

Craft unto others, as you would have them craft unto you...

At first I was going to do this to a pair of pink/peach colored pants (originally my mom's but, she wasn't too happy with the color). But, The victim of choice ended up being a pair of drawstring pale green pants I picked up at a garage sale. I had to cut off a considable lenght off anyway (Don't blame me for being Petite, {I'm around 5'0"} Blame my parent's genes.), so they would come about midway past my knee. I'm curently in the process of getting them hemmed.
