well...you mean like sort of a collar with sort of a sash-like thing hanging down, right? I bet you could make sort of a standing collar with a strip of interfaced fabric. It should be the length you want with about 2 extra inches, and twice a wide as you want the collar high. Press 1/2" of both short ends to the wrong side. Then press it in half long-wise, so that the wrong side are toghether, and sew around all the edges. It should be longer than around your neck so you can put some sort of fastener to close it, like a snap or button or velcro or something. Then you can kind of wing the ruffely part, using lace or something. Just look at pictures on Google to get some ideas. I hope that made sense.

Here's a pattern for a woman's jabot.  It could probably work for a man since they were all kind of froufrou looking. http://www.tudorlinks.com/treasury/freepatterns/w1907jabot.html

Almost at the bottom of the page.  Again, for a woman.

Man's colonial jabot.  Sort of looks like it could be worn somewhere else.

Pattern for a men's shirt with jabot.  It's in French so you'll have to use http://babelfish.altavista.com to translate the page.

Here's a Victorian jabot.  Very simple.

This picture isn't all that helpful but it made me laugh.  Apparently, wearing a jabot can make you bleed.

Sorry for getting a bit overzealous.  It's hot so I'm camping in front of my computer with a lot of water and a fan until the sun goes down.
