The are a bunch of examples around, I think everyone who I know who made one did it free form though.

If you don't want it to be exactly like the elf on the shelf, you can just go to etsy and search for elf doll patterns. They have a couple of cute ones.

That's a good idea to use doll patterns. Can you knit or crochet? You could make him a sweater.
