I cant figure out how to make the top part of this dress:

It is somehow knoted, but i cant figure out how its done .
I have the dress right next to me , turned it every way possible and still dont see it .

i suspect it is somehow done like in this tut : http://www.burdastyle.com/projects/dress-with-knot-front-032012/instructions/1

But in the dress i wanna make there is no seam in the middle .
I'm not seeing something and i just cant figure it out ..... Huh

How to explain this without pictures?
Ok, if you pattern draft (I am assuming you do) you would draft the pattern for this on tissue with the appropriate details for inserting the darts into the front fold portion and also the extra fabric needed for that twist. Cut the tissue down center front, invert one side (turn it upside down, both pieces with the right side facing up but one shoulder up, one down) and tape back together at centre seam. When cutting you will cut 2, sew neckline and arm holes, then you'll have to figure out how to sew the bottom part of the bodice to the front skirt and hide the bit where the twist is.
I really hope that made some sense to you. You'd sew side seams last and that would just go as any other dress once you'd gotten that twisted bit attached.

Please post pictures if you get this constructed, it's sure to be pretty. I was thinking about what sorts of patterns would work and had the idea that vertical stripes would end up in a "V" or bow shape across the bust. Could be fun.

Yes ,stripes would work great i agree.
Should have bought that striped fabric that was on sale today......damm.....

I'm just gonna make the first one in a black with white stars kind of jersey.
But i have a feeling i'm gonna be making a few off these.
It's just a really easy dress to wear and dress up or down as needed.

I'm sure you know this but for anybody else reading, the jersey will fit very differently from woven fabric. Jersey is pretty forgiving, lol. You'll have to be more precise with fit using a non-stretchy fabric.

I bought a new dress yesterday morning ....
By yesterday evening i was so anoyed with the way it fit i just took it apart and made it again lol.
