I got the idea from a book called "Hello, Cupcake!"  It has a lot of really cute designs.  But if anyone is interested, this is how I made them:

Start with a box of yellow cake mix.  Instead of the water the mix calls for, use 1 cup of buttermilk (you can make your own with 1 cup milk mixed with 1 tablespoon lemon juice.  Mix and let sit for 10 minutes).  Use whatever amount of vegetable oil the box calls for, and use 4 eggs instead of whatever the box calls for.  Mix for 30 seconds on low speed to blend, then mix at a higher speed for 2 minutes.  Follow the baking instructions on the box.

For the icing: use 1 can of white icing (do not use fluffy or whipped).  Mix 1/2 teaspoon unsweetened cocoa powder and 3 drops of yellow food coloring with the icing.  Lightly ice the cupcakes, then set them right next to each other on the cake board or plate you'll be using to present them.  To make the noodles, you put the icing into your piping bag or ziploc bag with a "writing" tip.  Ice the cupcakes to look like noodles.  For the sauce, use low sugar strawberry preserves (low sugar has the best color).  Spoon the preserves onto the cupcakes right before serving.  For the meatballs, use the ferrero rocher candies.  Toss the candies with the preserves and put one onto each cupcake.  For the parmesan cheese, grate some white chocolate over the top.
