I have a fairly well thought out design for a 1/4 athletic pullover that I am trying to make.  I have the fabric that I would want and I know how I want it designed however I am a male college student without a sewing machine or knowledge of sewing in general.

How can I go from a design and fabric to a completed 1/4 zip?

Several thoughts
Do you have a drawing of what you want it to look like?
Do you already own a shirt/piece of clothing that fits you and is similar in design to what you are wanting to make?  There's a tutorial on here already that shows how to make pattern pieces from clothing you already own without taking the clothing apart using masking tape.  http://www.craftster.org/forum/index.php?topic=310667.0#axzz2out3LW7r
Do you know anyone who sews?  You might get that person to do it, or better yet have them teach you how to sew while making your new pullover.

If you come with the design and fabric, most tailors/seamstresses will be able to create that for you.
