These can be picked up at a lumber yard unfinished.  You don't have to destroy a chair.

Remove the screw that will attach them to a chair and they will sit flat!  Drill a small hole for the toothpick nose and then get to painting.  The top hat is black, the body white, and the base your choice of color.  A few details and then a fleece scrap for a neck warmer!  The final detail is to spay with sealer and add some dimensional glitter snow!
