So, I am a self taught new sewer. Learned everything from YouTube tutorials.

 Due to Halloween, costuming fabrics are on sale right now , so I thought perfect! My question is, how could I attach the skirt to the waistband? I want the waistband to be exposed like in the picture. Tips, advice, help? Thanks!

I would cut the fashion fabric a few inches bigger than your hips (depending on the floofability you want), then simply pass it through the sewing machine with the elastic on top of it while stretching the elastic. Pin it at both ends, in the middle, and at the quarters so you can tell how much you need to stretch the elastic to get it to fit. You'll have a bit of rippling if the fashion fabric is significantly wider than the elastic. I think a regular old zigzag stitch would be the way to go.
