Sometimes JoAnns has them, if you want to order from the internet there are couple of spots too. 
The Ring Lord (they are Canadian and have one of the best varieties anywhere), Blue Buddha Boutique is another spot. 
http://www.mailleartisans.org might have more suggestions- they are a chainmaille webpage and do update stuff. 

Cost depends on size, color, material, and all that.

Jump rings - the open ones anyway - are ridiculously easy to make yourself too. I guess it depends on how many you need, and how unusual you want them to be. I do chain maille, and soon learnt that I was never going to find jump rings in the quantities I needed, at the size and thickness I wanted and at a price I coiuld afford! So I invested in a few simple tools and some wire and now I can make them as and when I need them.



As a minimum, you'll need  - Wire cutters, jump ring maker, long- or flat-nosed pliers and a pair of round-nosed pliers. I bought mine from my local bead store, but you can find them on Amazon too. IIRC they're all Beadsmith tools. This is the Deluxe Set, which will be more than enough to make jump rings.

This is the Beadalon one - which s OK, but I find that after a while the clear plastic cracks and I need a new one. Also, you can use ball point pens, dowels and metal piping to wind your wire on. Anything you can think of really.

And, if you really don't want to make them (and I totally understand if you don't!) I'd also add Rio Grande - http://www.riogrande.com to the list, as they also sell already-made jump rings.
