Just an fyi... if you want something permanently stiff, I have tried using Mod Podge  Dimensional Magic, for things like tatted snowflakes (though never on anything three dimensional...). I laid the snowflakes flat on waxed paper, pinned them out, and let the Mod Podge soak in. when they were dry, they were nice and stiff, and it seems to be permanent. When I have used spray starch or even Stiffy, I have to re-apply sometimes.
