Would you be kind enough to explain the expression "then every following row 3".
Does this mean every third row of the pattern or every third row of knitting?

I can't load the link, it's 'forbidden'. However, my guess is you're to do it on every following row 3 times. It's okay to write a couple of lines of the pattern to get help on it. That helps give us more context.
