Silk Bamboo - Lace and Cable Cardigan (knit)

Re:  Shaping arm holes p. 4

Would you be kind enough to explain the expression "then every following row 3".
Does this mean every third row of the pattern or every third row of knitting?

Please see photo with phrase circled in red at: http://personal.nbnet.nb.ca/davidc/Knitting/Pattern.jpg
Thank you for your help.

I can't load the link, it's 'forbidden'. However, my guess is you're to do it on every following row 3 times. It's okay to write a couple of lines of the pattern to get help on it. That helps give us more context.
