I really love the tank top in this outfit, but it is way out of my budget. 
I'm not a very experienced sewer, and have no idea how to even start on something like this. Help?

You need a basic woven tank pattern, like the Sorbetto (how to eliminate the front pleat) to start with. The neckline would need to be changed, and you'd have to divide off a front and back yoke and add pintucks to the yokes. The cool dangly doohickies seem to be some kind of macrame. You local library might have books on macrame, but there are also resources all over the interwebs. You might find this page useful. Alternatively, you could crochet the motifs using a pineapple pattern.
