I've seen it in stores and online but is there a way to DIY?

There seems to be a lot of cut out ribbon:http://www.venusribbon.com/P1840C1065_NEW_Ribbons_Cut_Out_Dots_Grosgrain_Ribbon.aspx?index=11&last=25

with hearts or circles or stars but I dont want that and I've searched the internet and cant seem to find a way to do it myself.

I haven't seen that before but it's a really cute idea - love the layering. Hmm, you could try using an xacto knife but I would think that could cause a lot of fraying. I wonder if there would be a way to use heat to make the cut outs? Be careful if you decide to experiment with that!! Smiley.

I was thinking an exacto knife would work too but my hands shake like I'm stuck outside in a blizzard so... lol. I was also wondering if I could do it with a die cut machine.

If the ribbon was wide enough you could probably crease it an use scissors to cut the half circles.

Maybe some of those huge hole punches in different shapes made for scrap booking?  Maybe the punch part could be heated as well to seal off the cuts so they won't fray?
