I think I picked this up at a garage sale while making a collection of knitting tools, but I have no idea what this is. Any ideas?

Actually, I'm thinking it might be a stretching.. frame? I can't find any pictures of one relating to it, but the black ring on the inside pops out. I forgot to mention that. Are there looms that do that? D:
