How to do the skirt on this?

I designed this dress a year ago with intentions of making it but the skirt put me off. (That and I'm thinking of altering the neckline and straps.)
Should I make the petals individually or should I make them a continuous shape?
I was thinking put interfacing on the petals too so that they'd be a little more durable.
Also, I want to make the skirt fuller to match the flower around Meganium's neck.
Any advice is welcome. No hurry on replies either as I don't have the pink for the skirt yet and I need to do a bit of spring cleaning before I go making myself any clothing.

I think I would do the petals individually and have a short underskirt to prevent exposure if the petals fly up in a breeze.  Interfacing them would make them stiffer, you might consider lining them with the same fabric (or contrasting fabric) instead since you'll need to finish the edges anyway.

Ok this is what I would do..

I would make each petal individually. I would line them. The choice of fabric would determine if they need interfacing, and what kind of lining to use (self lining, felt, old bed sheets, regular poly lining, etc).

I'd attach the petals to the waist band so they overlap, then topstich along the side edges of the upper petal(s), from waistband to hip level, sewing the top petal to the petal under it.

Will you have a zipper or is this going to be pull on?

I recommend skin tone (nude) boy shorts or cheerleader skater dance pants. Or even better make your own out of the same fabric as the petals. They are more secure than an underskirt - if an overskirt can, um "malfunction", an underskirt can, too. Dance panties are designed to stay in place and be seen when the little skirts flip up.

When you make your own costume panty/shorts to match the skirt, there's no question that it's Ok to see them. When people see white or black or a mismatched color under a skirt they automatically assume it's underwear and they are seeing something they shouldn't (UNLESS it's white under a white skirt or black under black). Skin tone boy shorts under a skirt look "naughty", but cover everything and keep it all G rated.

Thanks. I should have thought of the dance panties myself. An underskirt would help a little but the under pants would make it much better.
It's going to be a pull on skirt so that I don't get frustrated trying to line it up nicely with the petals.
