Hello good people of Craftster!

I am a novice when it comes to sewing, so I am humbly requesting your help. I would like to sew these hair clips. For the most part, the pattern is pretty straight forward, but I can't figure out how they make the swirl in the middle, to give it more of a 3-D effect.

I realize that it is embroidery of some sort, but how is it done? Is the swirl created after the wing has been stuffed and sewn together? If anybody could offer any insight on this (or a pattern), I'd be very grateful. Thank you for reading. (:

Looks to me to be stuffed then stitched.
