this looks like simple decopage but I have tried multiple times and it is not working for me . how was this done?

As you have mentioned "it looks like simple deco page" I don't think so. In the photograph it self it looks very difficult to design. After watching it in real anyone can suggest how to design it.

What are the glasses made of? To me they look like plastic, in which case all bets are off.

If they're glass then they could very well be fused glass decals http://www.youtube.com/watch?v=LTfSyaiC4IY.

They're probably decals, but not for fused glass. Wine glasses would not hold their shape in the kiln. My guess is they're spray-painted, decals and other stuff applied later.
