I saw this some where on the internet... sorry, I have no idea where it was anymore. If could have been pinterest or craft gossip or I don't know.   It was made with a hula hoop. 

We used a couple sections of pvc pipe and some LED lights to light up our covered deck area.

Thanks everyone.  The original was made with a hula hoop.  We couldn't find one so we got two 5 foot lengths of pvc pipe and a couple connectors and glued that together for the hoop.  The lights are attached with the high class white duct tape!  At least we are now able to buy it in colors to match our projects rather than have that glaring gray stuff stuck every where.
